It uses the Internet backbone to pass your voice to its destination. Basically it splits your voice into small data packets that are sent over the Internet the same way your Internet data is. The trick is doing this in a timely manner and ensuring the packets are assembled in the correct sequence at the other end :-)

The VoIP providers are responsible for routing your calls to the correct place.
