IS an ATA mandatory for making voip calls?
No an ATA needs to be used if you wish to use your regular analog telephone or cordless phone. However you could use an IP phone (digital) which is under $100 now. There are also WiFi phones available and many cellular providers will soon have Cellular/WiFi combinations that you could use - pretty neat isn't it?

According to my research i came to know most of the company don't charge for IP Phone, can you tell which company charge 100$

Most give you a free ATA Mark but not the IP phone. With the IP phone you do not need an ATA, it will connect directly to your router or modem.
Occasionally some providers will give an IP phone as a promotion though but often you need to buy this yourself.
