I use Lingo to call Scotland. $20 a month for unlimited calling to Western europe. Good customer service and very decent quality of calls. Saving me a fortune!!
I see they have details on this site:

Good choice Alfie! Lingo do have a great $20 plan that covers western europe. Lingo would be my suggestion. You can always check out the Lingo reviews at:

what i was hhoping for is a second ireland number bedause cell phones are not free calls so i was hoping for irish number so she could be valle d free lingo does not have any ireland numbers
Try our new "VoIP Per Country" search option (#5) at the below link and select Ireland. This will return plans that include calling to Ireland for free (excluding Lingo from your comments below). Check to see if these plans have a virtual number feature. This feature will allow you to select a second number which can be an Ireland number. Most VoIP plans do not include international cells calls. This is most likely due to additional revenue they have to pay the international cell phone provider for 'air time'.

Hope this helps.
