As long as you pick a VoIP provider that supports fax (and you may want to check they support your fax machine as I believe there are a few different formats used). The quality should be no different than with your normal telephone connection as far as I understand. I have not used voip for faxing myself though.

I'm now experiencing flawless faxing using an HP.
I'm not necessarily an HP fan, however, it is working for me.
I'm using a dedicated fax line through VOIP YourLife.
Dennis at VoIP YourLife helped me recalibrate my fax line adapter.
Baud Rate is best at 9600 baud.
Also, turn off Automatic Error Correction.
