Can both people speak at the same time with VoIP?

With VOIP broadband phone service, are people at both ends of a call able to speak at the same time? Or, is this digital phone service (internet phone), in which only one person can speak at a time?

VoIP broadband phone service is the same as your normal telephone service (POTS) in this respect in that YES, both parties can speak at a time.
