Any voip provider who operates globally?

Hi! Most of the Voip providers I have noticed operate out of US and Canada.
I need to be a US citizen or a Canadian citizen. I have friends in South Afica and India. They cannot subscribe to any major VoIp provider. In case, anyone knows, do let me know.

I seem to recall reading that Primus Telecomm operates in India (they own Lingo).

A lot of people get around this problem by getting family in the USA to send the ATA kit to their family members in India or South Africa with USA telephone numbers (VoIP is global which is one of the compelling reasons to get it). This is against the T&Cs though!
